Yes, it's right Apple has an ultimate intend to have queue in its stores.

Here is the proof:

Take the example of NYC, population 8.4 mio (wikipedia). There are only 4 apple stores in this huge metropolitan. And even the store is full of customers, it never operates its cashiers %100 efficiently . If you don't believe look at the pictures below which are taken at the very same moment!
